Executive Summary

Chapter 1: Introduction
Summary: Introduction to the Final Programmatic EIS, including purpose and need for PEIS, scope of analysis, and relationship of the proposed action to BLM programs, policies, and plans.
Chapter 2: Proposed Action and Alternatives
Summary: Discussion of alternatives examined in the Final Programmatic EIS. Alternatives discussed in detail include: the proposed action to implement the Wind Energy Development Program, the No Action Alternative, and the Limited Wind Energy Development Alternative.
Chapter 3: Overview of Wind Energy Projects
Summary: Description of wind energy projects. Includes information on regulatory requirements for wind energy projects, as well as and health and safety considerations. Also addresses transportation considerations and existing mitigation guidance.
Chapter 4: Affected Environment
Summary: Information needed to assess the range of potential impacts that may occur because of wind energy development on BLM-administered lands and to identify effective mitigation measures that may be applicable at individual sites.
Chapter 5: Potential Impacts of Wind Energy Development and Analysis of Mitigation Measures
Summary: This chapter describes the potential positive and negative environmental, social, and economic impacts that could occur as a result of wind energy development on BLM-administered lands under the the Maximum Potential Development Scenario described in Chapter 2. It also presents information about mitigation measures that can be applied to mitigate these impacts.
Chapter 6: Analysis of the Proposed Action and Its Alternatives
Summary: Sections 6.1 through 6.3 discuss the potential impacts of each of the management alternatives being evaluated. Section 6.4 discusses the cumulative impacts of the proposed action. Section 6.5 discusses other NEPA considerations related to the proposed action.
Chapter 7: Consultation and Coordination
Summary: A description of actions taken for consultation and coordination, including public scoping, public comment on the Draft PEIS, government-to-government consultation, coordination of BLM state and field offices, and interagency consultation and coordination. It also discusses the potential adoption of the Programmatic EIS by other organizations.
