Who Prepared the Programmatic EIS

The Bureau of Land Management (BLM) prepared the Wind Energy Development Programmatic EIS, with assistance from Argonne National Laboratory.

The Bureau of Land Management (BLM) Lands and Realty Group, Washington, D.C., prepared the Wind Energy Development Programmatic EIS. Argonne National Laboratory, Argonne, Illinois, assisted the BLM.

Washington Office Lands and Realty Group

The Washington Office Lands and Realty Group provides Bureau-wide leadership and guidance for implementing the authority of Section 302 of the Federal Land Policy and Management Act to issue leases and permits for the use, occupancy, and development of the public lands, including wind energy development. The Lands and Realty Group issued an interim wind energy development policy (Instruction Memorandum No. 2003-020) that establishes requirements for wind energy site monitoring and testing activities and full commercial development activities. The Wind Energy Development Programmatic EIS was prepared to address the programmatic, planning, and environmental issues specifically associated with new policy and program direction for wind energy development.

The U.S. Department of Energy (DOE) has cooperated in the preparation of this Programmatic EIS in support of the BLM's efforts.
